ABE = Adult Basic Education Used two different ways: 1) broadly, ABE is an umbrella term used to describe a range of educational services for adults from basic literacy (including English for non-native speakers of English), numeracy, and high school equivalency test (HiSET)/ adult diploma programs (ADP). 2) Also used to refer specifically to below post-secondary level education for native English speakers.
ACLS = Adult and Community Learning Services A unit at the Massachusetts Department of Elementary and Secondary Education (ESE) oversees and improves no-cost basic educational services (ABE) for adults in Massachusetts.
ADP = Adult Diploma Program See EDP (External Diploma Program).
ALI = Adult Literacy Initiative Refers collectively to the Boston adult basic education programs funded by the Massachusetts Department of Elementary and Secondary Education (ESE) and the City of Boston’s Mayor’s Office of Workforce Development (OWD).
BEST Plus = Basic English Skills Test A measurement tool designed for adult ESOL learners at the survival and pre-employment skills level which consists of a computer adaptive version of an Oral Interview.
BPDA = Boston Planning & Development Agency Economic and real estate development agency of Boston that is the umbrella organization for Mayor’s Office of Workforce Development (OWD).
CDBG = Community Development Block Grant Source of funding for human service programs. In Boston, the main source of City of Boston funding for adult basic education programs.
Cognos A software program which displays statistical reports for all of the ESE funded agencies in the state with data dating from FY 1999 through the current fiscal year.
ESE = Massachusetts Department of Elementary and Secondary Education Agency, of which Adult and Community Learning Services is a part, which funds adult basic education in the state.
EDIC = Economic Development and Industrial Corporation The fiscal agent of the Boston workforce development system. Sometimes used interchangeably with “OWD”.
EDP = External Diploma Program Program where adults earn a high school diploma through completing a competency-based curriculum and based on their life experience.
EFE = English for Employment Under the WIA system in Boston, English for Employment (EFE) programs are individual training account programs who provide English as a Second Language with the outcome goal of either a job or entrance into job skills training.
EFF = Equipped for the Future A collaborative, nationwide effort led by the National Institute for Literacy to develop adult learning standards that can guide instruction and assessment and improve the quality and results of adult literacy programs. The 16 Equipped for the Future standards define the knowledge and skills adults need in order to successfully carry out their roles as parents, citizens, and workers in the 21st Century.
ENB = English for New Bostonians Public-private ESOL initiative that is funded by the City of Boston’s Neighborhood Jobs Trust and several private foundations, and is led by the Mayor’s Office of New Bostonians.
ESOL or ESL = English for Speakers of Other Languages or English as a Second Language
First Literacy Former Boston Adult Literacy Fund. Private funder of adult basic education programs.
GED = General Educational Development Refers to a common test which serves as the equivalent of a high school diploma before 2014.
GLE = Grade Level Equivalent The school grade level for a given population for which a given score is the median score in that population. Level measurement used in adult education classes for native English speakers.
HiSET = High School Equivalency Test HiSET has replaced GED in the state of Massachusetts as the assessment tool used to award the High School Equivalency Diploma. The HiSET test is a series of five tests covering writing, science, math, literature and the arts, and social studies.
OWD = The Mayor’s Office of Workforce Development A division of EDIC, the City of Boston agency that oversees adult basic education and initiated the Boston ALI.
MAPT = Massachusetts Adult Proficiency Tests The test was designed to measure ABE learners’ knowledge and skills in math so that their progress in meeting educational goals can be evaluated.
MCAE = Massachusetts Coalition of Adult Education A statewide advocacy/lobbying organization focused on adult education. (Annual conference is referred to as “Network”.
PAWG = Performance Accountability Working Group Made up of teachers and directors of ABE programs and Department of Education staff who are working together to develop recommendations for performance accountability in adult basic education programs.
PIC or Boston PIC= Private Industry Council The PIC serves as Boston’s Workforce Investment Board, the policy-making group for the workforce development system in the city.
REEP Writing Assessment REEP is a performance-based writing test. Programs use it to measure educational gains in writing for ESOL students SPLs 2–9.
SABES = System for Adult Basic Education Support Statewide network of staff and program development providers, funded primarily by the Massachusetts Department of Elementary and Secondary Education.
SMARTT Data collection system for all ESE-funded ABE programs in Massachusetts.
SPL = Student Performance Level Defines the levels of English functioning for ESOL students.
TABE = Test for Adult Basic Education A diagnostic test used to determine a person’s skill levels and aptitudes. Many companies use it in hiring, promotions, or for selecting employees for training programs for skilled positions. The TABE test is also used by public service agencies who are guiding people into adult education programs, such as getting a HiSET, going to trade school, etc.
WIOA = Workforce Innovation & Opportunities Act National Legislation that defines the way that workforce development money is distributed and how the system is organized. Implemented in January 2016.
WIB or LWIB = Workforce Investment Board or Local Workforce Investment Board Local policy-making board, usually consisting mainly of employer representatives, which sets policy for the public workforce development system.
